I actually thought that was good writing. Dabi’s biggest weakness has always been speed types that hit him before he charges up his attacks, like how hawks could dodge his flames pretty well and Gran Torino sucker punched him. Besides, he was holding back on flash fire. If Dabi knew they were coming and cut loose? Everyone is dead for sure except all might and endeavour.
We also have to consider dabi hasn’t been going all out since it would potentially kill him before it achieved his goal killing his dad and to him nothing else seemingly matters sans being apparently very angry at twice dieing and burning togas house down once she’s done with it.
Well if going all out kills him. Then him right now is what we should consider to be his most dangerous state. A state that kills you almost instantly isn't much of a thread. But instead being in a state of slow decay while using as much fire power as you can should be seen as more of a dangerous foe. While its not the most powerful flames he can output- he is currently the most dangerous he CAN be by keeping himself in the fight.
Honestly i would rather put Dabi in S then Toga. Dont get me wrong i love both Dabi and Toga, but i must say that Togas Qirk is situational. After all she need blood to use it. Yes she has gadjets to suck peapls blood out, but dont forget that she losses her Gadjets (and clothes) after transforming back. Its like with the doc, that if she has blood prepared and if she is in an favorable field were she can use her speed agility and stealth abilities she is easy A tier or S tier if she has something like twices blood. Then again her potential is not to underestimate, i mean how far does she has to love someone so she can use there Qirk? Imagine if she loves all of her fellow leage members. In the current manga she is using Twice transformation and is with Dabi and AFO. Would be insane if she would also uses Dabis Qirk and double there Firepower together.
Actually you got me thinking about Shigaraki's spreading hands assuming Monoma's quirk deactivated (well actually it seems like this is true right now) his extra hands would spread the decay twice as far/fast he could probably take down an even larger town maybe even all of Japan depending on how far this mutation goes.
Dabi is a glass cannon. One quick strike to the head and you can take him out. But his destructive power is INSANE. and he is very proficient with his quirk. After he reveals himself he can now use Endeavor’s moves with ratting himself out and he is able to overpower Shoto and even Phosphor Shoto only won due to him having HELP against a full power Dabi, who then surpasses his limits and is an active threat against the heroes atm. His only flaw is his fragile body but even now in his wretched state, is still a high threat
Mr Compress in C.... REALLY?!? He's literally similar to Shigaraki and Overhaul in the sense of if he gets in close and touches you ONCE you lose. Sure he doesn't crumble you do dust or destroy you all together but I mean being trapped by him is basically an instant loss cuz he can just hold onto you forever or throw your marble off a bridge or anything
Remember how he Compressed only Overhaul's arm and separated it? Imagine if he did that to someone's head, instant decapitation. And he's stealthy enough with misdirection, that you'd never see it coming.
I probably would have put both Toga and Dabi in A tier. Toga and Dabi both have really high potential but with major drawbacks that I think have been glossed over. Toga gaining the ability to copy the quirks of those she mimics is very powerful and that alone shoots her up to A tier but I think we've missed the caveats of her abilities. She HAS to have consumed that persons blood and she HAS to have a strong emotional connection to that person in order to be able to use their quirk. Not only that but she does have a hard time limit to how long she copies someone based on how much blood she has consumed. Supposedly, Twice's copies can only persist if the original is still alive meaning the moment that time limit for Toga is up there is a good chance the clones will disappear. Toga has a lot of potential but that potential is extremely circumstantial and may not be very lasting. As for Dabi, I feel we kinda glanced over the fact that he can't really sustain the use of his quirk without burning himself up. His flames may burn hotter and deal more damage than even his fathers but it wont matter too much if he's spending all that time gradually whittling away at his own health. Dabi did in fact beat Shoto in their battle but despite how powerful Shoto is, he's still a child who is very inexperienced in comparison to someone like Endeavor. I think Dabi can do some serious damage in a very short time but hurting himself the whole time is pretty detrimental. Those are the only real things I have issues about with this list but even then this is super well done! Great job on the video

Kirigiri was going to kill All Might during the USJ with his portals while the Nomu held him down so it's safe to say it can kill if closed on a person.
Although Mustard himself is weak, his quirk would have been the perfect tool for AFO. He already wears a breathing apparatus, the gas blocks Erasure while he can rely on Search and his other sensory quirks, and AFO obviously doesn't need to worry about people getting close to him like Mustard does.
I already said this a couple weeks ago but Twice’s biggest weekness is the durability level of the clones. Because of that I can’t see him and Toga for that matter in the S tier. A tier yeah but not S tier. I feel people who top 10 Hero level destroy those clones with ease i.e. Hawks and Redestro(whom I’d think would go in A tier if PLF members were included).

I don't think Machia would be an issue for Deku. There is a reason AFO told him to go into hiding when All Might was still around. Especially with the feats displayed in the manga currently, as well as the fact that he soloed a Godzilla size enemy in his Dark Deku arc, albeit, offscreen. I think Deku can low diff Machia at this point in the series lol Dabi can be tricky to judge and that's why alot of people seem to get him wrong. The character is actually very deadly but Hori nerfs when he needs to. His kill counts should be way higher but you can't have Dabi killing every major character he comes up against. The temperatures he's pushing out should be dropping bodies left and right. It's kinda funny, sometimes Hori leans into the science like the Todorokis affecting the weather and other times you have Hawks surviving Dabi (that's not how being set on fire with blue flames work even a few seconds in more than enough to kill someone). Dabi is the strongest fire user in the verse....Shoto had the perfect counter to him and still needed 3 whole ass experience sidekicks to fight Dabi. It was 4 vs 1 and they were still struggling lol As long as Dabi isn't caring about living...you need extreme range and overwhelming force for an easy win (he's not that durable).
Heres the thing, Toya Todoroki before wasn't going all out because he was waiting for the right moment to awaken his power and that was seeing Shoto & Endeavor which he also exposed the Todoroki Family Stuff thats been happening. But bro. OH MAAN. The Manga goes crazy, literally making him an absolute BEAST.
