It depends. The entirety of it's shell? No the shell is their ribcage so if you remove it you remove all the bones and skin keeping their organs in place and their limbs attatched. But the outer shell have ceratin plates that shed to grow and repair itself. Turtles can survive injuries and damage to their shell so it is probably possible to harvest parts of the outer layer like we harvest skin for skin grafts.
