In a wierd way, it gives a bit more closure. Because of her state, she may never fight again, but that means she doesn't HAVE to fight again. Garcia can be happy with her because he knows there's no way she can become what she once was, and that part of her character goes out with a bang in, possibly, the last animated episode of black lagoon.
She's WAY too OP in the manga. So overpowered that even Balalaika and her soviet paratroopers would just be a warm up session for her because cartel assassins are built different even if we talk about IRL situations.
