You don't need the star fangled but or top cap; the headset bearing preload is dealt with by the oversized bolt under the folding stem.

question: Why 3-4 mm down the stem? Is not safest at the level?

if it's level, the top cap will not sit flush the stem

yong welded Sir? paki check nlang muna sir baka 25.4mm lang kasi yon, para sure, pwede naman palitan ng upper tube kung sakali, palitan lang din ng QR na lock
