You think those governments don't look into their phones. It could put them in danger. My lot of aunts, uncles and my cousins barely talked because those chinese governments always searched their phones and some of them even went to jail just because they talked to outsider Tibet.

Most of the Tibetan with relative in Nepal are doing business by importing. They are not connected with ccp. Do not blame other without knowledge. Specially for business it is not strict. Restriction in politics and Tibetan academics and religious related work are implying.
