I believe this is part of the OSHA "Here is your Sign" series on worksite safety. That's about a safe as Rosie O'Donnell on roller skates with a shovel.
I don't think it would pass an OSHA safety test in the US as the operators feet are in a pinch point. Yet it looks like it would work great for landscaping jobs.

Interesting. Needs a little more power and down pressure on the blade, but very capable in tight areas.

it'd be a lovely little snow shifter, wider longer blade rubber track pads, little diesel in it, slightly better controls, could do with one....

The way that the engine is, it sounds like you could lose control of that thing pretty easily.
