GP layout వేసినప్పుడు... ఆ గ్రామ GP అధికారి.... agricultural land నుండి commercial land గా convertion చేసుకునేందుకు అనుమతినిచ్చే అధికారం "మాత్రమే" కలిగి ఉంటాడని కలిగి ఉంటాడని చెప్తున్నారు...!! అప్పుడు convertionకి రైట్స్ పొందిన ఆ land oner...వాడికి లాభసాటిగా ఉండేలా.... ఆ lay out లో "Open place " వదలకుండా.... "30" feets roads" లేకుండా.... "Drainage & ఎలక్ట్రికల్ " lines కి ఖాళీలు వదలకుండా తక్కువ కొలతలతో roads వేసిన layouts చూపిస్తున్నారు. అవే మనలాంటి customers కొంటున్నాం. Layouts వేసినప్పుడే ఉండవలసిన open place ఉంచకపోవడం వలన... Govt. Penalty వేస్తోంది. అయితే అప్పటికే అన్ని plots devide అయిపోవడం వల్ల అక్కడ ఇంక open place కి ఖాళీ అంటూ ఏమీ ఉండదు! అప్పటికే Customers కోనేస్తారు కాబట్టి... మొత్తం layout కి ఆ layout వేసిన owner కట్టవలసిన open place penalty పెద్ద మొత్తాన్ని.... Plots కొన్న ప్రతి customers....ఆ Plot rate పై "% penalty " చెల్లించుకోవలసి వస్తోంది. Roads కూడా "30"feet లేకపోతే... మన plot కొలతల్లో కొన్ని అడుగులు కూడా మనం నష్టపోతాం. మనకున్న దరిద్రపు govt. Policy ల వల్ల చివరికీ నష్టపోయేది customer మాత్రమే. మన govt.సదరు GP అధికారికి convertion కి అనుమతిని ఇచ్చే rights మాత్రమే కాకుండా ....మిగతా "open places" "LRS" లాంటివి ఉండేలా చూడవలసిన responsibilities కూడా అప్పచెప్పాలికదా....!! వాటిగురించి వేరే muncipal లేదా DTDA వారికి అప్పచెప్పడం ఎందుకు? అంటే GP పరిధిలో ఉన్న land పై GP అధికారులకి పూర్తి అధికారం లేనట్లా...!! ఒక సాధారణ పౌరుడికి సదుపాయం ఉండేలా ఆ భూమి ఉన్న.. ప్రభుత్వపు office పరిధిలో... ఎక్కడికక్కడే... అధికారమిచ్చి..అన్ని పనులు జరిగేలా అధికారం అప్పచెప్పవచ్చు కదా!!
Very good explanation bro But the open spectra amount should be taken from venture owner only bcoz plot purchased people will buy a plot after various struggles .Some takes loans etc .... In order to buy a plot. The plot owners should not pay amount of open spectra it Should be taken from direct venture owner only.The govt should think again 👍

I noticed some of the real estate ventures are replotted the allocated open spaces and later on sold to some commercial purpose ( by name of school or hospital or multipurpose commercial built) instead of land handing over to the Local governments. In short sir, the burden of pro-rata charges should be born by the plot owners eventually, layout developers sold plots to perspective buyers and made crores, on other hand government coffers swelled with revenue via registrations, building permission, and property taxes, any way both developers and government made huge money, now poor plot owners have to bear the brunt of LRS. At that time Gram Panchayat Surpunch or Secretary has given GP Layout permission are they doesn't about this or managed by venture pupil. Now coming to the main point if we can pay the pro-rata open space charges of 14% with that amount our Govt will provide that open space in the same area. It's heavy burden on the common man particularly in this situation. Our Govt has to avoid the same like Nala charges or else it has to be reduced with min charges which a common man can bear.

Is the every plot owner has to pay 14 per cent ? without the fault of plot purchaser. Why govt is unable to demand layout owner to pay 14 per cent open space charges who is responsible for not kept 10 per cent open space in the lay out.
