7: it is a negative adverb. When we use negative adverbs, we need to use in the first place the adverb and later on an auxiliary. In this case, not only goes first, ARE goes afterwards.
20: it is an inifinitive verb. When we use inifinitive verbs such as, need, want, hope, or decide and a verb, we need to use TO. i.e I want TO eat. I plan TO stay. I decide TO help.
