Must the outer ring be removed , or an i just remove the inner tap?
I have the exact type of taps mine is only leaking when opened. I there not also a oring in front for the handle? Mine leaks at the handle part.

Is it legal to have a water tap so close to a power outlet?
no water outlet cannot be within 1 meter. However, i wonder if since the water does not flow out of this type of tap at the tap if its different. Is it a water source? Water pipes may run near electrical lines so not sure about it.
