I think the thing is that Marvel is setting up separate teams compared to the first three phases where it was all of them joining the Avengers. As a comic book reader I can see that they are setting up the New Avengers with Shang-Chi, The Young Avengers with Ms. Marvel and Kate Bishop, and the street level heroes with She-Hulk and Daredevil.
Next month Agatha will give a show, but I hope Disney gets this series right, Agatha deserves it so much 🖤
