I guess Neutral Section is the space where the OHE lines are grounded and then a new connection is hooked on to the Catenary. That section between two different power lines is what they call "Neutral" I believe. Usually when crossing this part, there is no electric current supplied to the traction motors. But it's very very negligible because, the speed of the train is such that it crosses that neutral area super fast.
