It was essentially letting out homunculi out into the world, where they would feed on chimera that showed up. But what backfired in the plan was that the homunculi had the tendency of being very very violent if left unattended, and the fact that absorbing chimeras only powered them up.
Apparently the world was slowly being pulled and assimilated into the astral plane, like files being moved into a folder, only the files are being turned into crazy looking otherworldly beings, but she preferred that happen than being fused with another crazy looking otherworldly being.
I'm playing Astral Chain right now and i got to the real final boss. And i'm still impressed how Platinum Games has the hability to make every boss fight to seems like the final boss of the game: epic, massive and apoteosic like Bayonetta, Nier: Automata and Wonderful 101. Balls to the wall.

How is making people become part of the astral plane saving them? That is killing them, and causing their bodies to become absorbed into becoming part of the terrain of the astral plane. Like, their bodies or frames of them would be absorbed into these red crystal structures all throughout the astral plane. How is that saving them? There are also many who became aberrations because of her. I don’t understand what they did with her character.

I really prefered chapter 9 to 11: the climax was structured in a totally different way and the music was even more interesting. Or maybe it's just the fact that I love Bayonetta's music and designs.

Jenna is an amazing character, but her plan wasn't really explained, and that made me really disappointed, but I do have an idea on what it could have been: In the case file where we fight Jenna, we learn that she was making/hatching different types of Homunculesses (Homunculi?). The Homunculess can absorb the Chimaras, so I think she was trying to make a Homunculess she could control and manipulate. She would allow it to absorb a huge amount of Chimaras before making it self-destruct, and repeat the process until the Chimaras were gone. Please tell me if this theory has any problems with it, but I think it's a solid idea.

file 9 should've been the end of the game imo. this screams final fight too much. if it ended at file 09 i would've been satisfied, however file 10 and 11 kind of... dropped the ball a bit. file 10 was a hard as hell stealth mission, with a neat final fight.
