I think they don’t claim the USA p800 can be refilled after the first run. They are a great company and staff, I’ve dealt with them for nearly 20 years with no problems from their old CIS systems to the 250ml per cartridge system you can get for the p800. And yes in the UK you can keep refilling the cartridges it will warn you that you are using non genuine ink every time you fire the printer up.
On marrutt's website it clearly states " This system does not work with P900 printers in the USA or Canada." So it seems whoever told you this is wrong.

Yes, the right to have aftermarket cartridges, enforced by EU legislation for the right to repair and also forcing Apple to use the USB-C standard to prevent E-waste (a myriad of different cables and adapters to charge devices). HP has been fined several times already for forcing firmware upgrades that made the use of aftermarket carts impossible: they had to release new firmware upgrade to undo this.
Marrutt is an established company in the UK, they are not scammers. Very unlikely they will claim this if it doesn't work!
