Carerra Hellcat MTB resurection Part 1

This sorry specimen landed in the workshop. It's been gifted to the husband of a friend and they want to see if I can resurrect it. It's going to need more than 2 coats of looking at. It's been left outside for at least 2 years! It's a case of ran ok when parked. It does show signs of having been looked after at some point in its life.
