    I'm skeptical that charging people more to drive their car is a sensible solution to reducing emissions. Particularly since the cost of public transport is so high in the UK.

      It's a class tax. It will remove the people driving old diesels off the road who can't afford to go out and buy a brand new Euro 6 diesel. If you are wealthy you will pay the charge daily (ouch) or buy a new motor.
      People who really need a car in London will just go out and purchase a Euro 4 petrol. The government will then cotton on and move the goal posts.... Euro 5 petrol or you pay ulez and will up the daily charge and so on....

    Rich people will just buy new compliant cars. Poor people will pay obscene taxes to the government or take on unmanageable loans to get new cars. Great idea I don't think.

      It is much cheaper compared to owning a car. And it can get you anywhere in places like London or other big cities. In London probably faster then car.

      elukok i agree about central London. But outer London, cars are better. I work outer London, and get to work quicker in car then public transport.

    It's absolutely true that scrapping lots of diesel and petrol cars and electric cars produce the same amount of CO2 as a petrol car does in its lifetime. One important thing to remember is that zones never work. The reason Euston Road\Marylebone Road are so polluted is due to people driving just on the edge of the congestion zone on that road so they don't have to pay £11.50. Congestion zone is still horribly congested.
    The mayor Sadiq Khan took a trip to New Delhi to figure out how to tackle pollution. I've been there before and I can say that he failed to observe their big initiative. All Delhi buses and local taxi's have been converted to run on CNG (Compressed Natural Gas). This is the kind of positive initiative the UK should be taking to tackle pollution.
    The problem is all down to choice of fuel. regardless of the eu standard ulez compliant vehicles and non compliant vehicles all run on petrol or diesel. Lithium for manufacturing batteries is a finite resource and is not economically viable to recycle. The best solution is methanol powered vehicles. They produce almost no pollutants at all and they produce low amounts of CO2. Using a non fossil fuel energy source, CO2 can be captured from air/industry and hydrogenated to form Methanol. The methanol can be used as fuel and end up as CO2 again. This has already been implemented in some parts of the world. A good compromise to reduce climate change and pollution. eventually methanol fuel cells will be better developed and we won't have a fuel transition problem when that happens.
    My point is that ULEZ and all other emissions zones are just a way for local governments to point fingers and make some revenue. Alcohol fuel adaptation is more feasible than getting every person to drive an EV and it will be more affordable to the average person. whether you drive an old car, a new car, a bicycle or you walk everywhere, everyone should be campaigning for the implementation clean fuels and relevant infrastructure and for the phasing out of the old fuels. Only then will the issue be truly resolved.

      Most cars have a life span of 10 years, no one is saying get a new car, they are pushing those buying new cars to choose low emissions. 20 years time, most cars will be ev6, just like most cars are ev4 now!

    In Gauteng , South Africa we have more than 20 million trees planted by human hand ( literally Worlds Largest Man Made Forest ) ... and this is one major reason why the air quality in this mega metropolitan has one of the highest standards, despite millions of the cars traveling daily .... just a frisky note for those in power who are in such a hurry to implement these new draconian laws in Europe ... just saying ...

      Yep .. agree .. however the truth is always in between ...how suddenly just for few decades we've managed to discover how harmful CO2 gases are ?! .... among the way we've managed to plant 20 million trees by hand right here in the Southern tip of Africa ... yes ...something works in Africa, mate ! ... This trees improve the air quality by absorbing massive carbon dioxide waste and produce the oxygen we breathe ... Your ironical reply sounds disparaging but my claim is a proven fact ... more trees are needed ! What next !? in few decades from now we may unexpectedly find out that on our planet Earth the forests are destroyed and the oceans so polluted that they can not photosynthesize any longer and then we may introduce new taxes to improve human life ... pathetic !

      My 15 mpg V8 car is allowed in every city. But you also need to realize that CO2 emissions don't matter for our direct health (obviously it matters for climate change), because a petrol car always emits more CO2. It's the particles and NOx emissions, and a V12 supercar will still emit less of it than a small diesel. EXCEPT if it's direct injected! And a lot of new, efficient cars are (like every Volkswagen for example). Direct injected petrol engines are actually worse than standard injected petrol engines, and either Germany or France will also divide these two (for example: a standard injected engine will be allowed in their cities if it's Euro 3 and up, but a direct injected petrol will only be allowed if it's Euro 4 and up)

      Thirsty when drive fast, but you definitely wouldn't believe that big-engined cars can gain much better mpg and produce much lower CO2 than a small-engined car.
      I remembered reading an article from a reputable source saying that cars with small engine is more environment-damaging than the one with big engine. Unfortunately, I couldn't dig the source back since I didn't save it.

    And in three years time they will bring out Euro 7, after everyone has bought new cars and scrapped the old ones of course. This is a great idea to get people purchasing new cars, it has very little to do with the environment and more to do with boosting struggling new vehicle sales.

      @H A Only use when moving .Not parking. Buy from ebay etc . Make just ONE digit/letter slightly wrong . Then use this stuck on. Do not use street parking as you will not be able to pay etc .

    Let me break the world, but I will produce less emissions with my old 4L V8 than a new Euro 6 car. I take it on a ride for 30 minutes per week, as opposed to some E6 cars, that are driven 2-3 hours per day.

      konholio2 not necessarily the emissions is an order of magnitude your V8’s three way catalyst is not as effective as it ages.

      A car driving for 2-3 hours will produce less emmisions than you doing 30 mins. The engine needs to be at operating temp for it to run efficiently and burn the fuel properly

      A Euro 6 car driven around all day every day is ok, But for me to Use my 3litre ST220 twice at the weekend is a Dirty polluting beast damaging the environment.
      I go 60miles round trip to visit my Sister every other weekend and go to do some shopping .
      The rest of the time I’m cycling to work .
      How about measuring my Carbon Footprint overall ?

    My 1968 Chevy pickup with a 7.4L gas engine is actually cheaper in inspection costs, registration and insurance than my brand new Chevy Silverado pickup. Exempt from emissions for the ‘68. Both have in excess of 420HP. The powers that be are taking a huge shit on you guys over there. Take your country back Brits! 🇺🇸

    This emissions charge is bollocks. Yonks ago when they first start taxing cars on emissions, I had to register a 1973 exmod landrover for the first time after it had been demobed. I had a certificate from the mot centre that showed it was chucking out such a low amount of pollution that it should have been excempt of the higher tax. But I was still charged the higher rate because according to the government figures my landrover did not meet the new requirements, even though I had a certificate that showed otherwise.

    It about driving pointless consumption.
    It keeps banks loaning money (we live in a debt based economy) to people who cannot buy a new car in cash and keeps manufactures cranking out cars people don't need.
    In a few years they'll just raise the bar higher so euro 6 will be taxed to the scrap yard.
    The environment is just the moral justification.

    I always smell the motorcycles, mopeds and scooters really much. How much are those things contributing? Plus, most of the time, they make a shitload of noise, and not the nice noise from an Aston or Ferrari and such.

      Yes, they are in lesser numbers. No, I smell them when I am walking or cycling. We don't have a lot of motorcycles in The Netherlands, don't see them very often, but I do see a lot of scooters/mopeds.
      They are in lesser numbers than cars, but they do draw more attention to themselves due to the noise and odor they produce.

      2 stroke mopeds/scooters are the ones you can really smell, it's cos of the way a 2 stroke works. You can't smell modern 4 stroke Motorcycles. And all Motorcycles have the Euro emission standards they have to meet like cars. The other big advantage of Motorcycles is that they can filter through traffic, thus reducing pollution, also Motorcycles are more fuel efficient too, so less fuel is burned compared to the average car. Motorcycles actually reduce pollution. I love the sound of Motorcycles personally, okay not mopeds, they're just hair driers lol but proper Motorcycles sound great.

    A lot of Euro 3 petrol cars say "compliant" when you put the reg in to the TFL ULEZ checker, yet the TFL website is quite clear that petrol cars must be Euro 4. When TFL update their database and get it right there are going to be some very angry owners out there who thought that they had a compliant car but actually don't. Either that or they will have to let those cars in for free.

      gEpWxAqd FsiDseSG It confuses me that. My vehicle is Euro 3. The TFL website says it’s Euro 4 and exempt from the currently active charges. For me it’s of little concern as I don’t live near London though.

    This plan by Sadiq Khan does not makes any sense !! So a minicab driver has to pay ULEZ and CC charges from April 2019 which is a massive £24 per day !!! If they buy a ULEZ compliant car now...it may need changing again in 2021 because by then only pure electric cars will be free from the charge...BUT the car charging infrastructure is not in place to cope with the demand, so bad idea to buy electric car now... and that's a big big problem !! Plus , limited mileage of EVs means not practical for minicab drivers...it's a total mess and a badly planned idea to tackle the pollution problem in London.

    How does this work with motorbikes in london?, I have a fazer 600cc from 2008 and i stop my self from buying an R1 2002 when i saw this.

      They're charging anything from before 2007 (euro 3).Only fuel injection bikes are allowed. My bike's from 1990 so I found out i'll have this problem in a year or two. R1's are awesome and it's only going to be a problem if you want to ride within the congestion zone from next year (2019) or inside north and south circular from 2021. Hope this helps

    Considering most people travel 30miles a day on average 28 miles goes a long way to reduce emissions fully electric would help more and if you have money to buy a bmw you have money to go for an ev.

      Whilst I agree with public is best, most people feel that they do not wish to share a personal space! Whilst we undertake that realisation that concreting over the world so that we can put static chunks of metal on them, technology will filter down, remember when cars had no abs, no power steering, cruise control was for rich people and air conditioning was unheard off!

    Real life scenario - an euro3 diesel car with 180co2 vs an euro 4 car with 250cO2 emissions. The euro 3 car dus pollutes less than the euro 4 car but the taxes are higher no matter real pollution numbers. Its all about the money.

    Euro 4 petrol, broadly speaking any petrol engined car after 2004. Job done. 14 year old petrol cars not expensive at all. Many Merc, BMW and Lexus from that era meet the standard.
    Could never understand why low mileage drivers bought diesel. They don't like short journeys and you just end up having trouble with the dpf.
    You would have to be nuts to drive in London on a regular basis anyway.

    Funny how none of these low emmision plans etc don't take into account that people doing short journies and sitting in stationary traffic are the biggest cause of car pollution. The bulk of people don't get there car up to temp.
    I've heard of people with Euro 6 diesel cars and the Adblue tank is still full cause the engine doesn't run long enough or get hot enough to use it. Not to mention the higher chance of a Euro 6 catching fire cause of the extreme heat needed to burn the exhaust gases in the catylists

      A lot of Euro cars are achieving the regulations with start stop technology that turns off the engine when stationary without and restarts at interface to the clutch.

    DONT GO BY TFL WEBSITE FOR ULEZ CHECKER
    My motorbike says it's not allowed in zone but have checked my emissions on the log book V5 and is under the limit needed, Had to get a certificate of conformity from my manufacturer Triumph (which they done and posted for free) and upload it through TFL
    it's the NOX part of the V5 (logbook) it's near the bottom listed V.3... is the main one they go by cant remember if needs to be less than 1.5g or 0.15g you may need to do a bit of research or get in contact with your manufacturer and ask, I know mine were very helpful and done it for free but did notice some others charged..
    OH just to add this was for a motorbike so the NOX part maybe different i am not sure as bikes only need to be euro3...
    but do a bit of research first,,,

    Why always bully the average to lower class off the people with this emission crap. Transportation is essential for most people to just survive and they want to punish on that. There are plenty of non essential luxury things you can hit first. The only reason why they do this is because it is the easiest thing to do and it's to keep the hippies happy because cars are the most obvious polluters and they are to dumb to look further into it

      Central London should be empty except for buses taxis cycles and goods carrying vehicles, if you’re not one of them you have NO reason to drive into central london besides polluting people.
      Walk, cycle, or public transport into the centre instead

    euro ratings are kinda bullshit... there are cars that had a euro 5 rating in 2014 and the exact same car, not renewed, sold in 2015 had a European 6 rating because that's when it got introduced. so it looks like the 2014 car is "dirtier" because you can't update your car's rating, but it emits the exact same amount of whatever that the 2015 car emits.
    so you could be rolling around in a Euro 4 car, that's technically as clean as a new 2018 euro 6 car

Both had flux capacitor, but the first was filled with Nuclear Rods (that's what got doc brown shot in the bullet proof vest), but upon travelling to the future, Doc returned with the modified version that was fuelled by biodegradeable rubbish.. The flux was present in both.. So simple question, does your's fly?

    Like cigarettes, the more people who quit, the more expensive it becomes for those who continue to smoke, or drive diesel cars. If the government didn't increase taxes proportionately, they would see a drop in revenue, and we can't have that can we. But in tge case of cars, it is always the poorest, who are trying to keep their heads above water, who are the hardest hit.

      cjeam similar, this is an exemption for all vehicles produced before 1980, the MOT exemption is on a 40 year old rolling basis.

    EV, PHEV, traditional vehicles and hybrid vehicles all of these vehicles produce CO2 in some or the other way. For an EV to be zero emission, you have to drive it a lot of miles I mean more than 100,000 miles.

    I very often come by car from Germany to London and do not understand the Benefits of LOW EMISSION ZONE. Visiting LONDON, I see many cars with lots of dark smoke coming out of there exhausts and I always ask myself, how the hell are These high pollutants allowed to drive within London ? Or maybe no one cares About this ?

    The proffessor from the university isca little out of date with his information plus he did not mention the nitrogen oxides that come from gas fired central heating.
    He also failec to meantion that new petrol produce as much nitrogrn oxide as diesel and the cat does not deal with them

    Petrol hybrid cars are a waste of money & the amount of resources we spend on producing them & the amount of pollution we create from producing them, is horrendous. Stay with petrol for now until battery & hydrogen technology make significant advances. The future will probably consist of hybrid cars that are battery & hydrogen powered.

    It's going between june-september 2021. Fuck you ulez.
    How's comes my fuel cost me £65 full tank, and last me 3 week and 3days.
    I drive everyday doing 14miles everyday. So how is it really bad on emission if my full tank lasts me 3 weeks and 3days everyday drive on the A13.
    Now I will be Swapping for a 2019/20 audi a3 40tdi quattro Black edition.
    I'm avoiding 2014-18 a3. Just incase the law decides those cars are effected.

    Sort the buses and lorries out before sorting the cars out... the older euro 3 buses and lorries (ones without adblue) are a huge problem... also the old London taxis with the old transit and chrysler diesel engines.
    How are young people like myself going to justify paying through the roof for a brand new car, when I have a perfectly good car that hasn't cost me anywhere near what a equivalent brand new model would. Fucking government
