When most light fixtures are removed and replaced with new, the old fixtures are usually disassembled and all of the components are sent off to appropriate recycler. This process is required by law in California, so maybe not in your state. If you want to get removed fixtures, you should be at the location where replacement crew is working and ask them for fixture when they are removing it. Many times they will gladly give it to you, but they cannot physically hand it to you. They will set it down on sidewalk or street for you to pick up.
I guess they decided not to for this one. It came in my 1987 Electripak decorative bucket fixture. So maybe for package deals with fixtures Philips labeled it Lifeguard under Philips only.
