Why? Apart from the fact that bells haven't existed since the mid 90's, hey I miss them too, these guys are officers who never wore bells in the first place.
From what I can see the entire guard is made up of MIDN (Snotties as my dad an old crusty CPO called them) so why not have the guard commander be the senior MIDN. Surprised they only fired one volley. Did a Sunset Ceremony years ago with SLRs and we fired 3 volleys also had to do fix unfix bayonets as well.
Parade positions for both the ceremonial sunset are determined by the parade staff over the whole course. They take into account a wide variety of things, and so only the best across the whole course are picked for a parade position. It does not go by rank because NEOC is a mostly rankless environment. You effectively do not have a rank in training, and this is just an extension of that.

Why is the LEUT NOT the guard leader under a MIDN? That is FULLY incorrect drill!
Not really, if you look at many of the freedom of entry marches quite often it is the buffer leading the ceremony
