Ruric has to attack each turn IF ABLE, so one way to deal with Ruric placing himself in harm's way (let's say opponents have creatures with deathtouch, or just plain bigger) is to have a copy of Dragon Throne of Tarkir, or Peregrine Mask - turn him into a Defender to hold him back.
As a Blue player who plays minimal counter spells and doesn't like combo I am totally fine with this deck. Surrak Dragonclaw would be another interesting route for this deck which might seem weird since it uses Blue. It is effective at allowing you to cast all of your creatures and using Blue in an anti-Blue deck would be super ironic.
Its be entirely awesome if you'd look at Omnath, locus of mana, I know it's concidered a powerful 1v1 commander, and voltron , but I feel like if you just maxxed out on mana production and poured it in to a token strategy, that'd be so so sweet , and would likely do better in a 4 player setting.
I won a game with Omen Machine. I was playing a Krenko with Infinite goblins and life. My opponent had platinum Angel and tapped all my creatures during my turn. Omen Machine then made them play a wrath of God when they had negative life. It was glorious
It's not a bad concept but the heavy anti-blue focus is way to narrow unless you know everyone is on blue. You'd get better results running the more common artifact stax cards (winter orb, thorn, sphere etc.) with the most relevant enchantments (blood moon, stranglehold etc.) and cut the jank. Maybe a backup kiki + Zealous if you fail to lock the board down and need a plan B, all in all an interesting concept, seen Lab maniacs play him once but didn't get time to shine.
While I understand where you are coming from, the problem with your suggestions is that it turns the deck into an anti-players deck, which will get immediately hated out of the game if possible, save for the kiki + Zealous, which I will second.
There really isn't one that does a good job of being on theme. I would probably go with Gahiji, Honored One because at least you can hate on your opponents in a different way.

I think blue is over-hated in Commander, honestly. By itself, blue really isn't that oppressive of a color, though U/G and U/G/x decks are always going to be dominant. I think a lot of blue players go overboard with counterspells to their own detriment and should really only stick to the good ones (i.e. Mana Drain/Arcane Denial/Counterspell/Force of Will/Cryptic Command/Pact of Negation).
I think I should have clarified. Blue can do a ton of annoying stuff, but the issue isn't the counterspells. Stacks is always going to be a pain in the ass, though I suppose I have never found it as frustrating as other people. Again, this has only been my experience with the game, but every time I've played with a heavy blue player, that player both slows down the game and draws all the hate away from me, so I've always been secretly thankful.

I can't tell ypu how many games I've been in where that one asshole running blue prevents literally every player from doing anything. I'd rather my creatures be killed from removal, bounced, stolen, or even unable to attack/activate abilities then countered. It's rare I've had a fun game against a deck that goes heavily into blue, and that's the reason I never play it, and hate seeing people play it.
As a blue player that (kinda sorta) revels in misery, I don’t know whether to be proud or ashamed that you created this deck.

I can't stand it when it comes to the control aspect. The fact that it has cards that prevent you from even playing spells pisses me off and I really feel like it's the one color this game would be better without.
