To be specific, it's an Irish adaptation of a Scottish song. The original song, “The Braes Of Balquhither”, was written by Robert Tannahill & Robert Archibald Smith (Scottish); but it was then adapted by Francis McPeake (Irish) and this version was first recorded by his family in the 1950s. (And since then has been sung and played by pretty much every Irish musician there was.) So... I guess it's not both! Scotch-Irish, as it were.
