I think a higher gear gives good mileage is not applicable for every situation. For example on highway, a 5th gear gives good mileage. Even in case of light congestion like driving behind a lorry, a barricaded highway in a big village,small town you will be forced to drive between 40~60kmhr but the speed is possible in 5th gear. So you will get good mileage due to no frequent gear change along with engine rpm between 1500~2500rpm driving at good speed covering more km. In case of semi urban, you are forced to travel behind a vehicle for more than 2~3km due to traffic, potholes,frequent speed breakers, passing through area with lot of shops along the road in a small town all along with engine rpm between 1500~2000km at low speed of 20~60km. Due to this frequent gear change, more attention on road, irritating drivers some people feel the engine is underpowered as the engine is not in powerband ultimately giving low mileage
