he said 0x so that students don't get confused and can understand that there are no x's left. To a beginner I can imagine how simple and easy to understand this explanation was.

It’s +4y - (-9y) = 13y (a negative multiplied by a negative equals a positive) don’t know if I make sense

I’m confused the 4y+(-9y) you got 13 but the 9 is negative wouldn’t that give you -5?
its 4y-[-9y] wich makes it 4y+9y=13y [subtracting negatives gives an addition]
4y++(--9y)==-5y
