When I stayed, the sports bar was open until 1am, but stopped serving alcohol at 11pm. And yes, there was no air conditioning downstairs in the lobby area, the Vine Bar, the Vine Lounge, etc. Whether people are bothered by that is personal. Humidity doesn't really bother me, so I didn't mind not having air conditioning. But I did hear guests complaining about being very uncomfortable.
I'm sorry, but I don't know. When I was there, there was no advertisement of access, nor does the resort website advertise it. However, access to sister properties is sometimes available in hotels in Cancun. I did google it and some people have reported that guests at Secrets the Vine do have access to Dreams.
