I got 105 gems and brought the starter bundle that has ravi and flare for 99 gems no i have 6 gems great it was worth bcause he's my favourite legend in the game

I guess the only tip I can give is if you spend money to wait for a bundle offer where you get more boxes with a higher chance of getting him for less diamonds. It's pretty much all random unfortunately, took me ~400 boxes to get him I think

For sure you want to play battle royale with red/ cindy. They're the most broken but in general every champion is good in a certain mode.
