In India atleast English is an offical main language and most kids know english because most schools and colleges are English based because India having many languages and alot of education for middle class being centralized. Plus many schools in India have rules about speaking English. Thats not the case for other asian countries like South Korea, Japan, where their school curriculum is in Korean or Japanese, they probably only speak English during English class, unless its an International school. Atmost the exposure they get will be if they watch English speaking shows.

I'm pretty sure Yijun is studying at international school. It's hard to pick up english especially the accent if you're not around native speaker. He's way way better than most koreans.

Don't be discouraged by accent. It's fine to keep your accent. Don't concern about accent so much. Having accents or not sounded native-like means you know other languages than English. You know at least two times words more.
