He need to get catastros becouse yes Aou could make catastros as an old experimental weapon with an advanced ai that escaped the lab, and the project was abbandoned when the quirk started to manifest And yes catastros need to be summoned like in the show, you coud also give him portal technology since he is a machine

Izuku gets kidnapped anyways because he's quirkless making him rare so he's experimented on at the age of 4 but after 4 years he was saved by Ryuko and the experiments were incomplete. After words Ryuko adopts him. Leviathan Izuku: do to the experiments he now has a quirk similar to Ryuko's quirk. This quirk includes the following: Transforming into a Leviathan. Lighting breath. Scolding water spit. Freezing breath. Bio-luming-nessens. (Sorry can't spell). Petrified screech. (You freeze when you here his rawr). The ability to breath under water. And any others you fill like adding.
