Oh no thats very confusing. Rules change quickly these days. Best is to call Singapore Airlines, they should be able to give upto date information. Hope that helps

As far as am aware that if u have connecting scoot flight or eligible partner airlines, you wont need immigration , otherwise u will need immigration with a valid visa (depending on your passport). It would be good if you can confirm by calling singapore airlines
Yes you can. Just you will have to reach the singapore emigration 6 hrs before your next flight. You have to complete the formalities of covid protocols at there desk and then you can visit Jewel changi
I dont have a singapore visa and i have a transit for 9hrs from Phillipines to India . Do we have to go out of the airport after doing immigration to go to the Jewel or is it inside the Airport?
Jewel is outside the airport terminals and you have to do the emmigration formalities, but you wont be needing visa for this. U just need a bit more time to exit and re enter the terminal

I dont think u need to apply any tourist visa beforehand. The transit visa for the city tour will be done at the Airport , comes free of charge

Singapore emigration said you need atleast 6 hrs before your next flight. There is plenty to do at jewel changi. So please keep enough time to explore
