Capture Python Transaction Spans Azure App Insights

OpenCensus is going away 9/2024 which is coming up. I'm hoping that the dashboarding works the same and it will just be the Python client that needs to be changed. Looks like time to get working on it 😓
The OpenTelemetry exporter requires Python 3.7 or later

Waiting on the addition of a synchronous Gauge in the Python Open Telemetry API. A PR has been merged but not released.
