The satellite shown in the op is not a time machine. It is a satellite called Strategic Attack for Defence (SA4D). SA4D has been shown multiple times, not only in Steins;Gate 0, but also in other games that has no correlation towards the SciADV universe (Occultic;Nine and even introduced in the upcoming Anonymous;Code) It seems that Chiyomaru is connecting the two worlds. This should be interesting to see.

Nope. The footage shown on preview Steams did not have voiced lines from any of the S;G Characters, Daru aside (Nae is considered a R;N character at this point).

It's not Steins Gate 2. It's Robotic notes with a weird story about wordlines. You won't get the feeling like when you played Steins Gate. The closest thing we got to that feeling of Steins Gate 2, is Steins Gate 0
Yeah, uh, this is *definitely* not beginner-friendly. It requires you to have read both ChäoS;HEAd, spoils events in ChäoS;Child, as well as the original Robotics;Notes Elite.

Okabe and Kurisu are not the only good characters in Steins;Gate. Suzuha and Mayuri are great characters as well.
