In 1994, Congress passed the Public Safety and Recreational Firearms Use Protection Act - commonly called the assault weapons ban.
It prohibited the manufacture or sale for civilian use of certain semi-automatic weapons. The act also banned magazines that could accommodate 10 rounds or more.
In 2004, the Republican led Congress refused to renew the 10 year assault weapons ban after it expired.
Before the 1994 ban:
From 1981 - the earliest year in our analysis - to the rollout of the assault weapons ban in 1994, the proportion of deaths in mass shootings in which an assault rifle was used was lower than it is today.
Yet in this earlier period, mass shooting deaths were steadily rising. Indeed, high-profile mass shootings involving assault rifles - such as the ki//ing of five children in Stockton, California, in 1989 and a 1993 San Francisco office attack that left eight victimsDead - provided the impetus behind a push for a prohibition on some types of gun.
During the 1994-2004 ban:
In the years after the assault weapons ban went into effect, the number of deaths from mass shootings fell, and the increase in the annual number of incidents slowed down. Even including 1999’s Columbine High School massacre - the deadliest MassShooting during the period of the ban - the 1994 to 2004 period saw lower average annual rates of both mass shootings and deaths resulting from such incidents than before the ban’s inception.
From 2004 onward:
The data shows an almost immediate - and steep - rise in mass shooting deaths in the years after the assault weapons ban expired in 2004.
Breaking the data into absolute numbers, between 2004 and 2017 - the last year of our analysis - the average number of yearly deaths attributed to mass shootings was 25, compared with 5.3 during the 10-year tenure of the ban and 7.2 in the years leading up to the prohibition on assault weapons.
Saving hundreds of lives
We calculated that the risk of a person in the U.S. dying in a mass shooting was 70% lower during the period in which the assault weapons ban was active. The proportion of overall gun homicides resulting from mass shootings was also down, with nine fewer mass-shooting-related fatalities per 10,000 shooting deaths.
Taking population trends into account, a model we created based on this data suggests that had the federal assault weapons ban been in place throughout the whole period of our study - that is, from 1981 through 2017 - it may have prevented 314 of the 448 mass shooting deaths that occurred during the years in which there was no ban.

I just don’t understand law enforcement mentality. It’s great that Crimo was apprehended, but why does the PD make it sound like they’re accepting an award?? They’re even getting applause. There’s nothing to celebrate here. The same thing happened when OJ got arrested. LAPD came out and made it sound like they had just won best picture of the year at the Oscars. This is a tragedy no matter how U look at it.

Investigators said at a Tuesday press conference that they had first encountered Crimo when he tried to take his own life in April 2019, prompting a call to authorities who treated the case as a mental health emergency.
Then, in September of that year, a relative of Crimo called police and reported that in his family home he had threatened “to kill everyone”, said Chris Covelli, the leader of a police taskforce investigating major crimes in Lake county, which includes Highland Park. That report prompted local police to remove 16 knives, a dagger and a sword from his home, and they notified state troopers - who issue Illinois gun permits - about the threat, Covelli added.
Even though Highland Park’s municipal government banned assault-style guns within city limits in 2013, Covelli said Crimo managed to legally obtain two rifles - including one styled after an AR-15 - and at least three other guns in the general Chicago area, many parts of which do not enforce such restrictions.
He had apparently planned the attack on the Fourth of July parade for weeks and allegedly posted dozens of videos with ominous songs showing images of himself or cartoon figures holding rifles with threatening messages, including one reading: “Everything has led up to this. Nothing can stop me, even myself.”
YET IN SPITE OF ALL THESE SIGNS, STILL HE WAS ABLE TO BUY GUNS!!!

All these people who reference the family of such individuals should be the first to recognize the warning signs to call attention to their troubled kids. In my experience, families should be the first to know, but often they are the last to know and write off the aberrant behavior as "just like Johnny to do that". Then the behavior escalates unless a child accepts the guidance of some positive role model. Honestly, more often than not, such children arise out of dysfunctional families where parents are often so self-involved with their own issues that they have not given sufficient guidance and support to the kids. By the time the child is in early adolescence, such kids are not accessible to any corrective influences the parents may attempt. This appears to be someone who was born with a risk-averse temperament with insufficiently involved parents who likely could have recognized the kid was looking for positive support, but gradually found such support from other dysfunctional influences on the internet. Clearly, his failure to sand down serial numbers from the gun and to stay in the area hours after the incident suggest he unconsciously sought to gain attention for what he had done. Even the female clothing suggests that, other than a disguise, there is some sexual ambivalence or identity diffusion. When will we get some common sense background checks and a halt to access to any weapon that can be converted to a rapid fire firearm!!!! We are being led by people who are not being guided by reason and such weapons would never be considered by any sportsman!

His rich Republican parents couldn't stand the shame ( not good for your election bid ) , took him out of school and refused any help. Denial. Huge. Then they gave him his own private apartment in their house and left him to his own devices.Because denial always works. Until he wanted to buy guns. Then his Daddy signed off on all the paperwork needed for a 19 year old to buy two assault rifles. The kid turns into an Incel by looking at right wing hate on the internet and plans and executes a mass shooting. He uses a disguise to good effect but that's all it was. To imply that he might be Transgender is ridiculous and displays your bias/ignorance. Once he had actually fired off at least two high capacity magazines, realisation set in, along with panic and he dumps the gun and runs off. His disguise works. He gets to his mother's car, with a second rifle and was probably on his way to commit another shooting but got stopped. He wasn't hanging around the area hoping to get caught. The rifle he used wasn't modified in any way. Where did you get that idea? Anyone with half a clue can mag dump ( 30 rounds ) with an AR 15 type rifle in 5 or 6 seconds. Background checks are not going to do a thing when a parent enables a warped child to buy a gun, legally. Sand off the serial numbers? Are you serious? Even a professional gunsmith can't do that properly. The numbers can still be seen by XRAY. You might be good at psychobabble but you really don't have a clue.

Instead of Gun Control introduce ammunition control where gun buyers can only buy replacement ammunition by returning the empty bullet casing whereby all gun purchased come with limited amount of ammunition to prevent mass killing.
That's a good idea. I also think that guns should be insured with insurance for assault weapons being the most expensive. Reinstating the law banning ownership of these weapons of war is my preference though.
Of course, I'd rather just have sensible regulation, but the Heller-types have refused any compromise on that for over a decade now. So, with that said, here's my napkin notes of how to deal with this issue:
2-step process, which doesn't wrangle with the 2A at all.
1. Ban imports of arms and ammo from other countries.
2. Ban the manufacture of civilian arms, gun parts, and ammo within the US.
Individuals still have a "right" to keep and bear their arms. They'd better take real good care of them, because there will never be any more replacements nor easy fixes for the ones that wear out. The law doesn't prevent them from keeping and bearing their arms, but instead bans their ability to make them. New yokels who want guns can buy them, but there won't be very many private sellers willing to sell them. Existing yokels could shirk the law and resell their guns, but they won't want to due to the risk of not being able to replace them. Manufacturers sell off the last of their stock, and have to switch full-time to the support of the military.
