The impression I get walking around KL-and it shows in these walking tour videos, too-is that aside from a few popular areas, a lot of the sidewalks are kinda empty. Compared to Bangkok, most parts of KL seem cleaner but less lively.

I don't know what they are saying, but for me Malaysia is a developed country like Singapore. It's not developing/emerging, it's already developed. Compared to Philippines, Indonesia, Thailand and Vietnam, I think they are already way ahead in their economy. I am from the Philippines, by the way.
It probably depends what metric you are looking at. For me, Bangkok has the best development of any of the "developing" SE Asia cities in the ways that matter for me.
I am sorry, I am not sure what barrier you are talking about? Maybe you can give me a timestamp please? For example at 19:27 there are pillars to block motorcycles from going through and riding down the footpath. But just wide enough for a bicycle or an e-scooter to go through.
