Thanks Debbie! Some of the rolls are pretty empty and it makes you wonder if you're using all the same yardage, why are others a little shorter? I've found not all ribbon rolls are an exact 10 yard roll.

You could use a piece of dowel to puff the loops
You could Yoli, but you need to spread the outer ribbons to cover the edges of the frame.
