You’re right, the word inaudible denotes void of sound or difficulty in detecting any sound or incapable of picking up sound, all depending on which definition is being given. Since this is basic rambling or vocalizing one’s thought process, this would definitely fall under the definition of unintelligible with no coherent words just the basic sounds.
It is due to historical reasons. The first ASMR video wih this trigger was named "almost inaudible whispers". The name of the trigger stayed. But due to its length, people soon started to shorten this to just "inaudible whispers", even though this is, technically, incorrect
