Its not that they CANT use their powers, its that they become so weak in the moment that they are unable to do nearly ANYTHING. Luffy does not stop being rubber in water, but he would struggle to even move his arms let alone stretch them. Thus devil fruit users are left in their most natural state unable to move and if they can manage to move its extremely hindered to an exhausted state. The reason they cant swim isnt because they just FORGET how to swim its because they can no longer use their arms and legs properly to do a swimming motion. And it is easily assumed that using devil fruit powers would take a certain level of mental and physical stamina/strength no matter what it is, thus they have none to spare to be able to do so if they are fully or mostly submerged. PS: The weakening begins around half way submerged similarly to being in a bath however at that state they can still somewhat functional but they FEEL weaker. I would equate it to something like getting heat stroke, where one moment you are completely fine and then BOOM you are practically passing out and can barely move your limbs properly.
If water works like Sea Prism stone then water does actually prevent the usage of your devil fruit period even if you still where strong enough to lift boulders you couldn't use your devil fruit. It's just that if the devil fruit altered the structure of your body that change would not revert and Luffy's devil fruit didn't give him the ability to stretch like rubber it made him a rubber man thus he can still be stretched under water. It is also not just sea water. It is any standing body of water.

I'm sure your patreon patrons already illuminated this but the Navy HQ isn't on Enies Lobby in the Grand Line, Enies Lobby and Impel Down are both in the Grand Line and both have Gates of Justice, the third of three Gates of Justice are AT Navy HQ/Marineford, which is what Nami was explaining at the beginning of the episode. All three locations are connected by their respective Gates of Justice, and Nami was just realizing "oh shizt Enies Lobby? ain't that one of the the three places with Gates of Justice at them??"

4:31 No, that was a change made by the Live Action. In the Live Action One Piece they decided to change it to where a Devil Fruit user needs only be touched by seawater to become weakened. In the manga/anime it is shown that only after being submerged in water past the thighs/waist will the user start feeling weakened, not just when water touches them. Also the Live Action seemingly made it ONLY sea water that affects DF users, but in the manga/anime any water will affect DF users, as long as they are at least 1/3rd submerged into the water (maybe closer to 2/5ths).
I don't think the LA actually changed how the weakness works - I think the misconception is due to Arlong in the LA beating Luffy with a splash of water. The shotgun-force nature of the water was not well shown/explained so people who were new interpreted Luffy's loss as part of his devil fruit weakness.

I can't go into too much detail as to why navy HQ is located in the grand line except for the fact that the grand line has the highest concentration of pirates in the OP world and most of them are dangerous to the average person because most of them are devil fruit eaters, so the marines can get to the islands more quickly than in the West, South, North and East Blue. There is another reason (which has something to do with the Red Line) but you'll find out more about that in later arcs.

For most Devil Fruit users getting wet would do nothing. It is the getting submerged in water (or any liquid that has water) that weakens them. But even in that case the powers should still be usable. Like how Nami's sister stretched Luffy's neck to do CPR on him. And how much they weaken depends on how much area of their bodies is submerged. But there are a few inconsistensis here and there over the decades of publication.

devil fruits do not get canceled by seawater. Nor does seawater weaken them. Devil Fruit users are unable to swim, and lose all strength when submerged. Sea Prism is made from a mysterious stone that radiates the essence of the ocean. It also weakens fruit users, but does not cancel their power. Just their control over it. When Wyper brought down Enel in Skypiea, he didn't cancel Enel's logia power, just Enel's strength and ability to turn into lightning.
yeah same reason why during Arlong Park in East Blue saga Arlong threw Luffy in to the water whose feet were trapped inside a chunk of rock and he sank to the bottom but Nojiko and Genzo thought of an idea to stretch Luffy's neck so he could breathe whilst underwater to help keep him conscious enough to live because they couldn't break the rock and were trying their hardest to do so
Luffy can get dowsed in water and it sucks for a few moments. It's when he is dunked in liquid is the problem. Be it water, orange juice, etc. any liquid. That's why canonically Luffy only bathes like once a week
Devil fruit users become hamers while IN sea water, they can't swim and lose all strength. A little splash doesn't faze Luffy anyways, he's to dumb to be weak.
Like others pointed out , unless you have a clear weakness against water in general (like Crocodile) , being splashed by water does nothing to Devil Fruits users. They need to be submerged in enough of it

This is not correct. The only inconsistency is when the Live Action decided to change it, like the many other changes it made. In the source material it was always that DF users become weakened when they are submerged in water at least up to their thighs (so roughly 1/3rd of their body).
