One of the big value adds I have as a data scientist is helping people ask better questions. This means knowing enough about the business to make sense of things and having a decent amount of experience in good questions. Like going from "why were sales last month off?" to "what are the long-term underlying trends in our customer population?"
Maybe the executives doing the hiring didn't have a very clear idea of their concrete goals in the first place. "Any direction looks good if you don't know where you are going..."

The answer is yes when companies have a hybrid role covering analytics + data engineering, but more typically the task falls to data science proper.
