They added spammable weapons to combat quick swapping, then got rid of quick swapping and kept the other implemented spammable weapon options. They can, and they will do whatever they can to bandaid the problems brought to them... and then they'll forget about it once the problem is actually fixed, if at all. That's part of game development when you're trying to listen to your community, and is how most games end up killing themselves. I'd put money on the fact that they haven't yet provided proper sound adaptations for the underground areas in Stillwater Bayou as the reason they haven't done any more underground areas. It's still super inconsistent, and if they haven't found a way after this long to provide a fix for that, they've probably left the idea of more in the dust.
