Steering the tug into the side of the larger ship, and holding it there, thus stabilizing the tug, and syncing the tugs movements to the movements of the larger ship's Is a really good idea.
These mariners definitely know the game. I think the captain of the cruise ship dropped its speed once the pilot was rest to go down the ladder. Momentum would keep the ship going but less turbulence from propellers to affect the boat.
