$700,000 price? Are you building this city (kigali) for local Rwandans or for the white & arab tycoons & moguls? Besides, why does the color have to be all-white? This has a colonial feel in itself.
Definitely this is not for any regular folks, it is for those with means and I believe any city in the world has options for all, and about the color, thank you for your review in most scenarios white gives you a choice as the new owner to change color as you wish if you dont like white.
