On my 2002 mk4 I need a 6mm hex key, and the inner one adjusts the high beam's hight, while the outter one adjusts the low beam's hight. No left-right adjustment here.
My 04 VW R32 is the same as yours, 6MM. This guys video is giving people the wrong information The inside adjustment hole is for the up/down adjustment of the high beam only. The outside hole is for the adjustment of the low beam up/down. There is no side to side adjustment on headlights of cars for many years
