Franz Kafka is a writer. He was writing existential philosophy novels. Lyrics and visuals in the song are references to his books. Mostly from his books "The Trial", "Metamorphosis", "A Hunger Artist". His books are brilliant mainly his 3 unfinished big ones The Trial, The Castle and Amerika. I read them all and I recommend them to everyone.
"One appeared in front of a Jury" is a reference to the book The Trial, where Joseph K. was accused from unknown reasons.
"A Gregor or Joseph will it be?" Gregor is main character from the book Metamorphosis and Joseph main character from the book The Trial.
and all the "unloved" lines probably references to the book A Hunger Artist, which was basically about love he has never tasted.

No, your first guess was right, Franz Kafka is an author from the 30s of last century. He was an Austrian/Czech Jew born in Prague. He wrote the disturbing story "Verwandlung" (= metamorphosis) where some poor guy becomes a beetle... 😐🤘
