It would cover from the river to Jefferson and from I64 to MLK. The city also needs to invest in a voice/flash cam monitoring system that monitors every nook and cranny of downtown. Downtown will always under perform until security is taken seriously and consistent.
You do nothing to address the broken homes these "youths" come from. A two-parent household is a variable commonly found in those who don't grow up to terrorize their communities and others nearby.

People don't even seem to understand the point of the justice system anymore, and it can't be the only means of guiding people between right and wrong. Parenting isn't just making babies and then feeding them until they can get their own job. Politicians won't say it, media won't say it or listen to anyone who does because it makes viewers feel shame and humility. Something has got to change. I only have 1 child because I took my responsibility seriously to raise a decent human being. They are an all-A student, polite and kind, they play in a sport, and get more family time than screen time. That's what I signed up for choosing to become a parent. We owe it to our communities and the planet not to allow our children to be feral heathens.
