If im being honest here a wild theory but i think the wooly we see in the game is like not the real one because Amanda specifically says "if you can find him" if you answer wooly in the train part and then out of no where wooly is just back and he feels a lot more live like and he genuinely feels more surprised to see that Amanda is being so mean so my theory is that hameln made this version of wooly and the real one was killed by amanda in the first game (more proof) for one you also see that wooly monster kill Joanna at the end of the game we haven't see that once in any of the games also wooly agrees with amanda so much more and he doesn't feel as paranoid as in the other games like we don't get 1 warning or anything from him in the entire game but anyways thats just my theory
