Both sentences are correct.
Playing football is good for health . ( correct sentence)
To play football is good for health (Incorrect sentence )

Gerund means : kisi bhi verb ku ing laga kar as a noun use karna
Ex: Read...this is a noun
If we add Read+ing= Reading it become as a noun
Reading is a good habbit
Here Reading is use as a Noun
