He doesn't/didn't have a choice. Soon as he took office he had to fall into the same ritual as everyone before him, because the corruption was just too much to handle and the responsibility is immediately on him if it were to get out.

Eric Cartman And that’s the beauty of The Wire. Money=politics=people get screwed=bs=the cycle repeats. I checked the history. The show mirrored Baltimore. The mayor became Governor, just like Carcetti. City council president became the city’s first woman mayor.
The more you rewatch this show, the more you see/see things in a different way. It truly reflects life. Charles Dutton can cry about The Corner being stolen, which it was, but The Wire was so much deeper, wider in scope and focus, and better all around.

It wasn't only about the corruption. A whole economic system has changed, investors went to other countries because of cheap labour and there couldn't be new investors, unless certain problems, such as high crime rate, wouldn't be solved. And it couldn't be solved without money and there was no money because public funding was much smaller than a one or two decades before, so they didn't get enough from the governor or from Washington. And they couldn't get enough money from taxes because businessmen didn't want to invest there. Dead end. I'm really sorry for Carcetti because he truly wanted to change things for better.

Plus there's the added irony that I think he gets that this would be a great story to write on at the newspaper but that the only reason he heard about it was because he left the newspaper for politics, and since he's now in politics he couldn't write the story because then it would send his ass down the river as well as Carcetti's, but still he's just sitting on a great story that no one else would be able to get so there's a defining career moment for him except now he's in the wrong career. I'm half sad he didn't get to write on it.

I like how Norman saw the irony in this situation (and wishes he could write on it, as a reporter), but there's still another layer of irony on top of that, which is unknown to him. It's that people from his own 'tribe' (reporters) are using the very same lie and manufacturing their own lies, contributing to the whole fiasco. And once the bubble bursts, there are already too many people involved to let the truth come out.
And thus comes the ''discuss this first as a matter of public policy'' which basically means ''If y'all could swallow this shit, so no one loses their job, that'd be great''
That's why none of the top people ever take responsibility, and things like this never get to court... In a sense, they ARE above the law.

As I recall, there weren't sufficient police resources (or interest) to make a case against Marlo Stanfield, who was, in fact, dropping bodies all over Baltimore unchecked.
McNulty tied pretty ribbons around dead bodies and wrote ribbons into old Coroner reports in order to make it look like a nutty serial killer was operating in the city.
The non-existent serial killer brought Federal attention (and Federal funding) to the Baltimore Police Department, which afforded McNulty and his fellow officers the basic resources (roadworthy cars, paid overtime, etc.) that they needed in order to do their jobs effectively.
TL:DR - The murders weren't fake, he simply jazzed up the suspect's profile.

It’s beautiful how McNulty can be viewed. Personally, I think he is the best cop on the show. People can say he was selfish, he didn’t care about anyone, but he cared about the job & only the job.
The city ate him alive. He was crafted by his experiences in the street, the mass corruption, and seeing endless dead bodies with nobody giving a damn about them.
I know it’s a show, but for a second just put yourself in his shoes. He consistently sees murders, see what it is doing to children, learns of his friend’s (Bodie) death, chases serial killers who tear apart the city he loves, and absolutely nothing is done about it all so people can make more money and have more power
Is McNulty the bad guy? Or is he a product of his environment? Every level of Baltimore in the show is corrupt. He’s the only character in the show who is corrupt to stop people from dying.

Instead, it's closer to real life in that he is stunned. He can't form words because of how monumental of what just got dropped into his lap. We all have been there and can relate.
