Zg is geopotential height and in that figure I am comparing geopotential meter as a unit of measure against the standard meter. When g is larger than g0, you need more energy to move against gravity, so that means that using that energy you will traverse smaller distance than in the g = g0 field. Hence, geopotential meter is smaller in that field than in the g = g0 field.
