It is a lousy film. No security agency in the country follows it. Nor do soldiers go around romancing girls in football fields. Was he there for a holiday, or an arranged marriage or to stop a terrorist attack.
I think your definition of "excellent" needs a revisit. It's a typical Tamil/Telugu action flick with loads of overacting, copy/paste action, terrible writing etc.
Watch the trailer for Photograph. The main actors are Nawazuddin and Sanya, who was the younger sister in Dangal.

Today, I watched “Jagga Jasoos” (Jagga the detective) , directed by Anurag Basu (Barfi) starring Ranbir Kapoor and Katrina Kaif. It is a musical drama which Ranbir playing a High School student. I think Rick would absolutely love the movie - Ranbir’s acting, dancing and the very stylized way in which the story is told and shot. Indian audiences didn’t receive it too well, but that is true of many of India’s best films. Ranbir is also a co-producer of this movie. There are similarities with Barfi, but stark differences too. You should seriously consider watching this as a connoisseur of the art of film making. I think you could count movies like this on the fingers of one hand if you searched the archives of world cinema.

Due to Availability issues, Tamil version was released first.
