He saved like half the steamworks. Guardner and any in the pacifist-exclusive steamworks areas, as well as some random encounters bots since there are more in neutral and pacifist (20 count isn’t in neutral and only room counts are)
Probably because you can see Axis actively doing everything he can to save them, only for his efforts to be mostly futile anyway. It's heartbreaking because you're taking away everything Axis has left before killing him at his lowest.

I hope i could make it clear
That's not a phase. More or less a break between and even then it allows you to recover and understand the attack pattern. In this game it's just plain cheap.
Can somebody please help me I decided to Not grind out monsters instantly and just do it later. I’m at the point where I can fight access when I go back to get more encounters aren’t showing up, i’m not even getting the red X but clover still hasn’t changed it to shows his eyes again

That means you failed the route and have to reset.

The blaster is only unlocked during an in-game cutscene, sorry man.
You need to restart the genocide route and kill all the robots before getting to Axis
