Syria was banned in 2014 world cup , because for no reason Fifa decided to punish the team , for the first time in history they were going to qualify as their football team was in it's peak but Fifa banned the team.

It’s cause of what they did so you can’t support them for that reason, example: they never said you can’t be russian in the PL or world cup, they said you can’t support it. Hope this helps

I think it is because during WW2 when the allies invaded Italy it broke into a civil war where the fascist regime was deposed and a pro-allied government was created on south Italy. This even made Germany invade north Italy to guarantee that Italy would not completely change sides (again), so when the war was over a big part of Italy had actually an anti-fascist government.
Obviously 1950 Germany and Japan were not already fascist as well.
The one thing that can bring nations together (read about the Christmas truce in WWI) and they get banned from participating. FIFA delves too much into politics and often doesn't act accordingly to the ideals of the beautiful game.
