You need a blueprint for the Enforcers (robodogs) which you get by killing them. Also I forgot to say this last time but you actually can ride the horse without a saddle as long as you're lvl 10+, but the horse saddle is a portable mortar and pestle once equipped. As for the Armadoggo, yes, it's new. :)
So you can get the enforcer yes! I had no idea you could ride the horse without a saddle that is some nice info for next time. Ya I looked the armodoggo up and its DLC only. Until they fix the game I don't find a need to give them more money XD
