I am a private candidate and have no idea about which book is better for Edexcel IAL.
As you know Edexcel IAL books mostly contain practice questions. But i need a book, which includes mathematical rules in itself

If you are talking about the "Edexcel International A Level Mathematics Pure 4 Mathematics Student Book": I use it quite often, it does have the formulas, rules and examples on how to use them. Personally, I have used it and it's very helpful. It does include practice questions, but that's not the entire contents of the book. i hope you find this helpful.
