A fantastic, affordable tool for players who are not wanting to fully commit to pipes and deal with the difficulty (playing-wise) of a full set or those with disabilities! I own a similar set (Walsh) and I love them for just knowing I can throw them around because they're plastic and bring them to a friend's house easily. Pretty cool, I've never seen a two drone one that uses PC reeds for the drone reeds.

Warnock practice chanter reeds are what came with them

How do the reeds hold their tune and are there any moisture issues?

The reeds are typical practice chanter reeds, so the only moisture issues is condensation accumulating on the reeds (just like with a practice chanter). The reeds hold their tune pretty well, just takes adjusting from the full pipes for blowing.
